APPEAL Project - Investigating administrative review in the EU
Lying at the crossroad of administrative and judicial functions, Boards of appeal operating within some EU decentralised agencies give rise to a number of theoretical and practical questions concerning their nature, their role and their functions. The development of adjudicative functions outside the traditional judiciary and the relationship between the Board's role and judicial powers are therefore the focus of the APPEAL (Appeal and Procedural reform Project on European Agencies' Legal review) research project at the Max Planck Institute. The project aims at providing a detailed mapping of the procedural and institutional rules concerning administrative review and at assessing whether reforms are needed to help appellate bodies better perform their role.
